a landmark initiative redefining how authorized personnel interact with certified beverage
receptacles. Effective immediately, all DQE-issued coffee mugs require active subscription
enrollment before the locking mechanism will disengage.
This represents the Department's most significant advancement in liquid access governance
since the Great Thermos Incident of 2019, the details of which remain classified under
Form DQE-771(b).
How It Works
- Purchase or receive your DQE-certified coffee mug (sold separately, subject to a 6-week procurement review).
- Submit enrollment application via Form CC-01 (three copies, two witnesses, one notary).
- Select a subscription tier and await approval from the Office of Beverage Clearance.
- Upon approval, your mug's locking ring will disengage within 3–5 business days.
- Enjoy your beverage within the authorized window (see tier details for pour limitations).

Frequently Asked Questions
- What if my subscription lapses? The mug re-locks automatically. A 48-hour grace period is provided for renewal, during which you may submit a Temporary Beverage Access Request (Form TBA-09).
- Can I use my own mug? Unauthorized receptacles are not supported. Please submit a Third-Party Vessel Compatibility Request and allow 8–12 weeks for assessment.
- Is tea available? Tea access is governed by a separate initiative (Project Earl Grey, status: indefinitely deferred).
- What counts as "one pour"? Pour volume is defined in Appendix D of the Cloud Coffee Operational Manual (DQE-CC-OPS-2026). Refills require re-authentication.
Compliance & Regulatory Notes
All Cloud Coffee subscribers are required to maintain current enrollment in the DQE
Beverage Awareness Training module (BAT-101), renewed annually. Non-compliant mugs
may be subject to remote de-authorization without notice. The Department assumes no
responsibility for unsupervised caffeine shortfalls.
