Department of Questionable Engineering

Compliance Theater is the Department's flagship administrative program, dedicated to producing documentation that projects authority, thoroughness, and institutional weight — regardless of underlying necessity. The program operates on the foundational belief that a well-stamped form is indistinguishable from a meaningful one.

The DQE has issued over 4,200 unique form numbers since 2018, of which approximately 340 are in active use. The remainder exist to ensure that any request can be met with "please complete the appropriate form."

Core Deliverables

• Forms: Multi-page documents requiring information already on file, in triplicate, signed in blue ink.
• Stamps: Official rubber stamps applied to confirm that a stamp has been applied. A second stamp confirms the first.
• Certifications: Certificates of compliance, certificates of certification, and certificates acknowledging receipt of the certificate.
• Memos: Internal communications that document the existence of other memos.

The DQE Form Taxonomy

• Series 100: Initiation forms (to begin a process)
• Series 200: Acknowledgment forms (to confirm you received a Series 100)
• Series 300: Review forms (to review a Series 200)
• Series 400: Escalation forms (when a Series 300 identifies a discrepancy)
• Series 500: Closure forms (to close any open Series 100–400)
• Series 600: Post-closure audit forms (to confirm closure was legitimate)

Certification Program

The DQE Compliance Theater Certification (CTC) is awarded to organizations that demonstrate sustained excellence in procedural formality. Certification requires submission of Form DQE-CTC-APP, three letters of procedural reference, an organizational chart (current and aspirational), and a nominal fee to cover administrative review of the fee payment.

Certification is valid for 12 months and may be renewed by completing Form DQE-CTC-REN, which is substantively identical to DQE-CTC-APP.
